Pennsylvania mayors accused of pay-to-play scheme and fraud
Allentown Mayor Ed Pawlowski and former Reading Major Vaughn Spencer were handed a federal indictment on Wednesday. Both Pawlowski and Spencer were accused of taking part in a pay-to-play scheme. They're now dealing with fraud charges, counts of bribery and allegedly trading city contracts in exchange for campaign funds....
